The development of new information communication technologies (ICTs) over the last ten years has given the opportunities for women to develop as entrepreneurs and innovators. This is due to the development of diversity within related business sectors with “software” and “hardware” divisions including businesses such as virtual auction houses, virtual trading for traditional goods, and product-specific or sector-specific portal sites focussing on key niche markets. Here the internet is seen as potentially providing a level playing field for businesses,especially for women where such factors as ethnicity and gender, for instance, may not be immediately obvious from a website presence or from purchase of goods in a virtual environment. Similarly, home working empowered via new technologies is seen as another way women may develop as employees and also entrepreneurs through ICTs (Goyal, 2001). This by no means, shows the role of ICT in supporting women entrepreneurs in operating their businesses.

In Malaysia, the importance of entrepreneurial ventures in the economic development of the nation is indisputable. Chee (1990) reports that entrepreneurial ventures tend to employ more workers per unit of capital, help increase total savings in the economy, have a favorable impact on regional development, serve as training grounds for developing the skills of industrial workers and entrepreneurs, and play an important complementary role to large firms in the economy. Tan (1990) adds that they help to sustain economic growth and stabilize the economy in periods of recession. They are also very significant contributors to the economic strength of the nation considering the direct output of goods and services as well as the role in supplying requisite inputs to other enterprises and government undertakings. As a result, the Malaysian Government has been concerned to create and develop quality, resilient, and successful entrepreneurships which are competitive in all the potential growth sectors of the economy, and to cultivate an enterprising culture among Malaysian women. Malaysian women have played a very important role in the economic development of Malaysia. From padi (rice) cultivation to fishing, mining, commercial crop cultivation, manufacturing and other entrepreneurial activities, Malaysian women have played a part. The role of Malaysian women entrepreneurs in particular in the economic development of the nation is becoming more and more strategic and indispensable today than in any other time in history. Taib (1994) asserts that “opportunities readily available to Malaysian women today were not there more than 24 years ago”.
